Strengthening Financial Integration to Empower the Future of Housing

The year 2025 marked a significant turning point, as the Real Estate Development Fund (REDF) commenced the implementation of its updated corporate strategy designed to enable and drive the growth of the Saudi housing market. This is achieved through sustainable and innovative financial solutions that serve citizens and all market participants, contributing to enhancing the efficiency of the financing ecosystem, expanding the scope of benefits, and supporting the achievement of housing ownership targets.
By the end of the year, national homeownership reached 66.2%,

steadily progressing toward the Vision 2030 target of 70%. This milestone reflects not only increased access to housing but also the continuous development of a housing system designed to deliver wide ranging impact, capable of responding to economic cycles and demographic shifts, to meet the aspirations of the housing segment, including the youth.
While homeownership remains a deeply rooted aspiration, the society in the Kingdom of Saudi Arabia is characterized by its young population undergoing a qualitative generational shift. With growing numbers of citizens entering the housing market as first time buyers, homeownership is increasingly viewed not as an endpoint, but as a foundation for economic participation, stability, and

long-term wellbeing. The impact of homeownership extends beyond the household; it contributes to financial stability, limits exposure to rental market volatility, and enhances individual financial resilience. On a national level, the housing sector contributes to supporting the GDP, sustaining employment opportunities across various sectors, and reinforcing social cohesion.
In this context, housing is considered a social priority and a key strategic instrument of economic policy in the Kingdom for building a solid nation. Within this housing ecosystem, the Real Estate Development Fund (REDF) plays a pivotal role in delivering sustainable and innovative financial solutions.

collaboration with our partners and market participants, the Fund supports a diverse portfolio of solutions that reflect the varied needs of Saudi citizens, taking into account their different financial capabilities.
This approach has yielded tangible results in 2025, with 83,014 beneficiaries receiving support through subsidy programs, totaling SAR 52.7 Bn in subsidised financing, reflecting continued strong demand and system effectiveness. Since 2017, more than 920,126 beneficiaries have achieved homeownership through programs and solutions enabled by the Fund and delivered by housing ecosystem partners, with total subsidized financing exceeding SAR 613 Bn.

Sustaining this progress requires disciplined governance and effective institutional oversight. In 2025, the Real Estate Development Fund (REDF) launched a corporate strategy built around four key pillars, placing financial sustainability at the core of its priorities. Simultaneously, the ecosystem has witnessed remarkable development, becoming more agile, more digitally enabled, and better prepared to execute the strategy's targets with full efficiency and effectiveness.
Collaboration across the financial and housing ecosystem remains a cornerstone of our success. During the year, the Fund actively participated in key sector platforms, such as Cityscape and the Momentum, and signed several Memoranda of Understanding

(MoUs) that strengthen partnerships, contribute to stimulating new housing supply, and support private sector participation. These engagements reflect a shared commitment to developing a housing system that achieves both scale and quality simultaneously.
The achievements of 2025 are the result of collective efforts between the public and private sectors. In conclusion, I extend my deepest gratitude and appreciation to our wise leadership, the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister— may Allah protect them—for their continuous leadership and support in making the housing sector a key pillar

in the Kingdom’s transformation journey. I also extend my sincere thanks to the Board of Directors, our partners in government and industry, and the employees of the Real Estate Development Fund for their continuous dedication and active contributions to achieving the Fund's objectives.

Delivering Sustainable Homeownership for a New Generation

In 2025, The Real Estate Development Fund (REDF) entered a new phase, placing sustainable and innovative financial solutions at the heart of its updated corporate strategy to drive the continued growth of the Saudi housing market. With national homeownership reaching 66.2%, REDF continues to make strong progress toward supporting the Kingdom’s Vision 2030 target of 70%.

During 2025, more than 83,000 housing finance contracts were enabled through REDF supported programs, reflecting sustained demand and delivering meaningful impact in expanding access to homeownership. REDF’s role goes beyond direct beneficiary support, with a critical position as a key enabler of the financing housing ecosystem and this collaborative approach has translated into measurable outcomes.

Institutional capability and operational excellence continue to be key enablers of our strategy. We continued to reshape the service model through digital transformation, as the majority of transactions are now completed electronically within a highly reliable operational framework, which has led to improved resource allocation, cost control, and realignment of the branch network in accordance with efficiency considerations.

Strategic partnerships remained a key pillar in implementing our priorities; agreements were signed with 17 developers to support more than 3,285 housing units, in addition to strengthening integration with financial institutions and government entities across the value chain in the housing sector. Our affiliated partnerships contributed to supporting the stability of the ecosystem and strengthening confidence; guarantees enhanced portfolio governance and improved capital management efficiency, and agreements were signed with the aim of expanding supply. in partnership with the National Housing Company (NHC), Damanat, and China’s ICBC Bank, liquidity was provided to support the National Housing Company’s projects. The National Financing Support Services Company (NFSSC) also continues to develop its business by

attracting a foreign partner with extensive international experience to raise the level of products and services related to collections and financing services, and their cost efficiency for financing entities and ultimately for the beneficiary. In light of demographic shifts and changing demand patterns, it has become necessary to develop more efficient, inclusive, and flexible financing solutions without asset quality, improving capital management, raising operational efficiency, and developing cash flow tools. compromising risk standards. Accordingly, the Fund began developing alternative models, including rent-to-own, shared ownership, and improved guarantees to reduce down payment barriers, thus enhancing financial inclusion and targeting priority segments within a balanced and responsible financial framework.

This trend is also reflected in the tangible improvement in the Fund’s financial position, which contributed to reducing credit risks and strengthening the balance sheet. During the year, we launched our new corporate strategy based on a clear principle: financial sustainability is a prerequisite for sustaining development impact, enhancing Collections from the Early Repayment Program increased by approximately SAR 800 Mn during the year, while revenues from loans, fees, and developer programs increased by 11% to reach SAR 949 Mn, indicating a sustained improvement in operational efficiency and asset quality. Looking to the future, maintaining the momentum of homeownership requires disciplined institutional execution and confident partnerships with financing entities and our partners in the housing ecosystem,

ensuring the continued positioning of the Real Estate Development Fund (REDF) as a key driver in the Kingdom’s housing finance ecosystem to support a new generation of homeownership.

We facilitated 83014 subsidised residential financing contracts.
